III International Short and Animation Film Festival OPEN CINEMA will take place in August 2007. Festival Administration would like to announce that those who want to submit to the Festival should hurry up. Filmmakers!!!! You have only 1 month left to propose your work for the most significant Cinema Forum of the Shorts in Saint Petersburg. Do not delay it! Submission deadline is on the May 15th, 2007.

FESTIVAL PROGRAM
Festival Program consists of two parts:
1. LABORATORY OF DISCOVERIES – COMPETITIVE PROGRAM
2. PANORAMA 360º– NON-COMPETITIVE INFORMATIONAL PROGRAM

LABORATORY OF DISCOVERIES includes the following nominations:
Best short fiction film
Best documentary film
Best experimental film and video art
Best animation film

PANORAMA 360º includes the sections:

КЛАSSИКИ (CLASSICS) - retrospective shows and acknowledged directors’ film showcase
ECHO OF FESTIVALS – programs presented by Russian and Foreign partner festivals
SPECIAL PROGRAM - programs dedicated to the particular subjects
REELS - creative musical video and peculiar promo-reels.

RULES FOR SUBMITTING THE FILM

1. The submission form is to be filled up /form on -line/
2. Film is to be sent in the DVD Format (except DVD-RAM). Flash format is possible on the CD.
Other formats (DVcamm, miniDV, vhs, cd, mpeg4) are not accepted.
3. There has to be only ONE Film on a DVD.
4. DVD is to contain only Film without any menu, promo-reels, etc.
5. Film is not passed on to the Selection Commission before all necessary information is provided (synopsis, filmmaker biography and contact information)
6. At the moment of submitting Film is to be accomplished
7. Film is to be accompanied by the English subtitles or a complete dialogue list (for the simultaneous translation)
